  • Prohibited Items:
    There are certain items that cannot be shipped to Indonesia under any circumstances. These include:

    • Hazardous Materials: Explosives, flammables, poisons, pressurized gases, uncertified batteries and dangerous or toxic chemicals.
    • Illegal Drugs and Controlled Substances: Includes narcotics, marijuana, cannabis derivatives, psychotropics, and medications without a prescription or authorization from the Badan Pengawas Obat dan Makanan (BPOM)— the National Food and Drug Control Agency.
    • Arms and Ammunition: Including replicas, military knives, firearm parts, air pistols and personal defense devices not authorized by the Kementerian Pertahanan (Ministry of Defense)..
    • Material Pornographic: Any content considered obscene or pornographic is strictly prohibited under Indonesian law (Law No. 44/2008 on Pornography).
    • Protected Fauna and Flora: Live animals, plants, seeds and endangered species without the permissions of the Kementerian Lingkungan Hidup dan Kehutanan (Ministry of Environment and Forestry) and/or CITES. BPOM.
    • Food and Beverages: Are subject to sanitary inspection and phytosanitary control by the Kementerian Pertanian (Ministry of Agriculture). Animal, dairy and meat products have stricter restrictions.
    • Cosmetics and Hygiene Products: Must comply with BPOM regulations on health registration, labeling and content.
    • Cultural Materials: Antique books, works of art, historical or archaeological documents require authorization from the Direktorat Jenderal Bea dan Cukai (General Directorate of Customs and Excise) and the Kementerian Pendidikan dan Kebudayaan (Ministry of Education and Culture).

    Declaration of Contents and Value

    • Precise Description: The sender must detail the items in the package, including quantities, brand, model and type of product.
    • Declared Value: The actual value of the merchandise must be declared. Declaring a lower value may result in fines, withholding or confiscation by the Direktorat Jenderal Bea dan Cukai, while declaring a higher value may increase taxes or duties. You decide the declared value of your goods.

Customs procedures

  • Package Review: All packages entering Indonesia are reviewed by the Direktorat Jenderal Bea dan Cukai (General Directorate of Customs and Excise), the authority in charge of ensuring compliance with national import, security, health and inspection laws. This body is under the Kementerian Keuangan (Indonesian Ministry of Finance) and applies rigorous controls on imported goods.

    Tariffs and Taxes: Parcels with a declared value of less than US$3 are exempt from import duties and VAT, according to the simplified import regime in force in Indonesia.
    For shipments with a value greater than US$3, The following taxes apply:

    • Import duties: between 7.5% and 15%, depending on the type of product and tariff category.
    • VAT (PPN): of 11% on the total value of the product, including transportation and insurance.
    • Tax on income (PPh): 10% if the recipient has a tax identification number (NPWP) and 20% if he does not have it.

    The tariff values are calculated based on the HS Code (Harmonized System) system, managed by Bea Cukai.

    Packages from the European Union and others Countries:
    Indonesia is not part of the European Union, and its imports are subject to full customs controls.
    Packages coming from countries outside of ASEAN (such as Spain, Germany, France or the USA) are subject to the taxes and inspections mentioned.
    Ships from countries within ASEAN (Malaysia, Thailand, Philippines, Singapore, Vietnam, etc.) can benefit from tariff reductions or partial exemptions under the ASEAN Free Trade Agreement (AFTA), as long as they comply with preferential origin rules.
    Indonesia does not apply DR-CAFTA; is governed by its bilateral and regional treaties (ASEAN, RCEP, Japan-Indonesia EPA, among others).

    Payment of Tariffs: The recipient in Indonesia is responsible for paying taxes and import duties before the release of the package. Payment can be made directly through the international courier (DHL, UPS, FedEx, JNE Express, Pos Indonesia) or through the official Bea Cukai online platform (www.beacukai.go.id).

    Documentation Additional:
    Some products require special permits or certifications:

    • Food and beverages: Health certificates issued or validated by the Kementerian Pertanian (Ministry of Agriculture) and the Badan Pengawas Obat dan Makanan (BPOM).
    • Medicines and cosmetics: Health registration or authorization from the BPOM.
    • Electronic devices and telecommunications: Certification of conformity from the Kementerian Komunikasi dan Informatika (KOMINFO).
    • Fauna and flora: Permits from the Kementerian Lingkungan Hidup dan Kehutanan and/or CITES.

    Release Procedures: Once the fees are paid and the required documentation is presented, Bea Cukai releases the package and delivers it to the corresponding courier (Pos Indonesia or the designated international company). If the documentation does not meet the requirements or there are doubts about the declared value, the package may be retained for physical inspection.

    Package Tracking: You can track your shipment at all times using the tracking number provided by the international courier or through the Pos Indonesia and Bea Cukai system (on the official tracking portal). What items cannot be shipped to Indonesia?

Items prohibited by Indonesian law or international trade treaties cannot be shipped. This includes:

  • Illegal drugs and controlled substances (narcotics, psychotropics, cannabis and derivatives).
  • Weapons, ammunition, explosives or replicas without authorization from the Ministry of Defense.
  • Flammable, toxic materials or dangerous chemicals.
  • Pornographic material or material considered offensive according to Law No. 44/2008 on Pornography.
  • Counterfeit products or imitations of registered trademarks.
  • Fauna, flora or products derived from protected species without permits CITES or the Ministry of Environment and Forestry (KLHK).

Do I need to declare the contents and value of the package?

Yes. It is mandatory to accurately declare the contents and value of the package on the commercial invoice or shipping document. The Direktorat Jenderal Bea dan Cukai (Bea Cukai) verifies each declaration and may hold the package if it detects discrepancies. Declaring a lower value than the actual value may result in fines, confiscation or sanctions.

What happens if my package contains restricted items?

If the package includes restricted items, customs authorities may require permits or certificates before releasing it. For example:

  • Medicines and cosmetics: they must have a health registration from the BPOM.
  • Food and beverages: they need health approval from the Ministry of Agriculture (Kementan).
  • Electronics and telecommunications: they require technical certification from the KOMINFO.
    If the corresponding documentation is not delivered, the package may be retained, returned or destroyed.

What additional costs can I expect when sending a package to Indonesia?

In addition to the shipping cost, the following charges may apply:

  • Import duties: between 7.5% and 15% of the total value.
  • VAT (PPN): of 11% on the CIF value (product + transportation + insurance).
  • Income tax (PPh): 10% if the recipient has a tax identification number (NPWP), or 20% if it does not.

What documents do I need to send a package to Indonesia?

Every shipment must include:

  • Commercial invoice or proof of purchase with exact value and description.

  • Certificates or special permits, if applicable (BPOM, KOMINFO, CITES, etc.).
    The lack of these documents may generate delays or retention in customs.

Can I send gifts to Indonesia and how should I declare them?

Yes. Personal gifts (“gifts”) can be sent as long as they are declared as such and indicate a real value.

  • If the value is less than US$3, they are exempt from tax.
  • If the value is greater, VAT (11%), import duties (7.5%–15%), and PPh will apply (10%–20%) as applicable.
    Shipping must be accompanied by a symbolic invoice or gift letter.

How to handle customs procedures in Indonesia?

Customs procedures are managed by Bea Cukai. The recipient must:
