    There are certain items that cannot be shipped to Belgium under any circumstances. These include:

    • Hazardous Materials: Explosives, flammables, poisons, pressurized gases and hazardous chemicals.

    • Illegal Drugs and Controlled Substances: Includes narcotics, marijuana, cannabis derivatives, as well as medications without a medical prescription or without authorization from the Agence Fédérale des Médicaments et des Produits de Santé (AFMPS/FAGG).

    • Weapons and Ammunition: Including replicas, military knives, firearm parts, compressed air guns and unauthorized personal defense devices.

    • Pornographic Material: Any content considered obscene or pornographic according to Belgian legislation and the rules of the European Union.

    • Protected Fauna and Flora: Live animals, plants, seeds and endangered species without permits from the Service Public Fédéral Santé Publique, Sécurité de la Chaîne Alimentaire et Environnement (SPF Santé Publique) and/or CITES.

    Restricted Items:
    These items can be shipped to Belgium, but require special permissions or must meet certain requirements regulations:

    • Medicines: Require a valid medical prescription and, in some cases, import authorization issued by the AFMPS/FAGG.

    • Food and Beverages: They are subject to sanitary inspection and phytosanitary controls by the Agence Fédérale pour la Sécurité de la Chaîne Alimentaire (AFSCA/FAVV). Products of animal origin (meat, dairy, eggs, etc.) have greater restrictions.

    • Cosmetics and Hygiene Products: They must comply with Regulation (EC) No. 1223/2009 of the European Union and the health provisions supervised by the AFMPS/FAGG.

    • Cultural Materials: Ancient books, works of art, historical or archaeological documents require authorization from the Service Public Fédéral Finances – Administration des Douanes et Accises (SPF Finances/ADA) and the Institut du Patrimoine.

    Statement of Content and Value

    • Accurate Description: The shipper must detail the items in the package, including quantities, brand, model and type of product.

    • Declared Value: The actual value of the merchandise must be declared. Declaring a lower value may result in fines, withholdings or confiscation by the Administration des Douanes et Accises, while declaring a higher value may increase taxes or duties. You decide the declared value of your goods.

Customs procedures

  • Packet Review:
    All packages entering Belgium are reviewed by the Administration Générale des Douanes et Accises (SPF Finances), authority in charge of ensuring compliance with national regulations and the European Union in matters of import, security and fiscal control.

    Tariffs and Taxes:
    Packages with a declared value less than 150 euros (European Union “de minimis” limit) are exempt from import tariffs, but not VAT.
    Any shipment coming from outside the European Union is subject to Belgian VAT, which is 21% for most products, with reduced rates of 12% or 6% for food, books and certain medical products.
    For shipments with a value greater than 150 euros, import tariffs will also apply, calculated in accordance with the tariff code TARIC and the value declared on the commercial invoice.

    Packages from the European Union and other countries:
    Shipping from countries within the European Union (such as France, Spain or Germany) are not subject to tariffs or import taxes, since Belgium is part of the European single market. United Kingdom, United States, China or Switzerland) are subject to Belgian VAT (21%) and, in some cases, customs duties, depending on the product category. Belgium does not apply DR-CAFTA; is governed by the trade agreements of the European Union, which may reduce or eliminate tariffs for certain countries or specific sectors.

    Payment of Duties:

    Some products require special permits or certifications:

    • Food and beverages: Health certificates issued or approved by the Agence Fédérale pour la Sécurité de la Chaîne Alimentaire (AFSCA/FAVV).

    • Electronic devices and telecommunications: CE certification in accordance with the standards of the Belgian Institute for Postal Services and Telecommunications (BIPT/IBPT).

    • Fauna and flora: Permits issued by the SPF Santé Publique, Sécurité de la Chaîne Alimentaire et Environnement and/or CITES.

    Release Procedures:
    Once the fees are paid and the required documentation is provided, the Administration des Douanes et Accises will authorize the release of the package, which will be delivered to the recipient by bpost or by the corresponding international courier.

What items cannot be shipped to Belgium?

It is not possible to send items prohibited by Belgian law or by the regulations of the European Union. Can I send gifts to Belgium and how should I declare them?

Yes. Gifts can be sent by stating “gift” on the invoice and detailing their contents and actual value. If the value does not exceed 45 euros, they may be exempt from taxes. If they exceed that amount or come from outside the European Union, VAT (21%) and, in some cases, customs duties will be applied.

How to handle customs procedures in Belgium?
