  • Prohibited Items:
    There are certain items that cannot be shipped to Morocco under any circumstances. These include:

    • Hazardous Materials: Explosives, flammables, poisons, pressurized gases, uncertified lithium batteries and hazardous chemicals.
    • Illegal Drugs and Controlled Substances: Includes narcotics, marijuana, cannabis derivatives and medications without a prescription or authorization from the Ministère de la Santé et de la Protection Sociale.
    • Weapons and Ammunition: Including replicas, military knives, parts of firearms and unauthorized personal defense devices.
    • Pornographic Material: Any content considered obscene or pornographic according to Moroccan legislation.
    • Protected Fauna and Flora: Live animals, plants, seeds and endangered species without the permits of the Haut-Commissariat aux Eaux et Forêts et à la Lutte Contre la Désertification (HCEFLCD) and/or CITES.

    Restricted Items:
    These items can be shipped to Morocco, but require special permits or must comply with certain regulations:

    • Medicines: Require a medical prescription and, in some cases, import authorization issued by the Ministère de la Santé.
    • Food and Beverages: Subject to health inspection by the Office National de Sécurité Sanitaire des Produits Alimentaires (ONSSA). Products of animal origin, dairy products, meats and alcoholic beverages have strict controls.
    • Cosmetics and Hygiene Products: They must comply with national health regulations supervised by the Ministère de la Santé.
    • Cultural Materials: Antique books, art, historical or archaeological documents require special authorization from the Administration des Douanes et Impôts Indirects (ADII) and, in some cases, from the Ministère de la Culture, de la Jeunesse et de la Communication.

    Declaration of Contents and Value

    • Precise Description: The sender must clearly detail the items in the package, including quantity, brand, model and type of product.
    • Declared Value: The actual value of the merchandise must be declared. Declaring a lower value may generate fines, withholdings or confiscation by the ADII, while declaring a higher value may increase taxes and customs duties. You decide the declared value of your goods.

Customs procedures

  • Package Review: All packages entering Morocco are reviewed by the Administration des Douanes et Impôts Indirects (ADII), the authority responsible for customs and indirect taxes, to ensure compliance with national regulations on import, security and control tax.

    Duties and Taxes: Packages with a declared value of less than 1,250 Moroccan dirhams (MAD) (approximately 115 euros) are exempt from duties and VAT, according to the current simplified import regime.
    For shipments exceeding this value, import duties and the Moroccan VAT (TVA), which is 20% for most products. Some items may have reduced rates of 10% or specific exemptions depending on the type of product (for example, books or educational materials).
    The amount of tariffs varies depending on the category of the product and its origin, according to the HS tariff code established by the ADII.

    Packages coming from the European Union and other countries: Morocco maintains a Association Agreement with the European Union that allows tariff reductions or exemptions for certain products that comply with the preferential origin rules.
    Ships from countries outside the EU (such as the United States, the United Kingdom or China) are subject to general import tariffs and the corresponding VAT.
    Morocco does not apply the DR-CAFTA agreement; Its tariff system is governed by bilateral agreements established with the EU, Turkey, Egypt and other North African countries.

    Payment of Tariffs: The recipient in Morocco is responsible for paying taxes and customs duties before delivery of the package. Payment can be made through the international courier (DHL, UPS, FedEx, Chronopost, etc.) or directly at the ADII offices, depending on the type of shipment. Additional Documentation: Some products require special permits or certifications: Food and beverages: Health certificates issued or validated by the Office National de Sécurité Sanitaire des Produits Alimentaires (ONSSA).

  • Medicines and cosmetics: Health registration or import permit issued by the Ministère de la Santé et de la Protection Sociale.
  • Electronic devices and telecommunications: Certification of conformity granted by the Agence Nationale de Réglementation des Télécommunications (ANRT).
  • Fauna and flora: Permits from the Haut-Commissariat aux Eaux et Forêts et à la Lutte Contre la Désertification (HCEFLCD) and/or CITES.

Release Procedures: Once the fees are paid and the required documentation is submitted, the ADII authorizes the release of the package, which is then delivered to the recipient by the courier or the corresponding postal operator (Poste Maroc or private company).

Yes. Every package sent to Morocco must include a detailed description of the contents (type of product, quantity, brand, model and actual value). Declaring a lower or false value may result in fines, withholding or confiscation by the Administration des Douanes et Impôts Indirects (ADII).

What happens if my package contains restricted items?

If the package contains restricted items, customs may require specific permits or certificates before release. For example, medicines and cosmetics require approval from the Ministère de la Santé, food and beverages must meet the standards of the ONSSA, and electronic or telecommunications devices require authorization from the ANRT. If the required documentation is not delivered, the package may be detained or returned to the country of origin.

What additional costs can I expect when sending a package to Morocco?

In addition to the shipping cost, import duties and Moroccan VAT (TVA) may apply, which is 20% for most products. Some items, such as basic foodstuffs or books, may benefit from reduced rates.

If the ADII retains your package, you will be notified by the courier or by Poste Maroc. What documents do I need to send a package to Morocco?

You must include a commercial invoice or proof of purchase, an accurate declaration of content and value, and, in some cases, health certificates or import permits issued by the competent authorities (ONSSA, Ministère de la Santé, ANRT or HCEFLCD).

Can I send gifts to Morocco and how should I declare them?

Yes. You can send gifts as long as they are declared as “gifts” and include a description of the contents and their actual estimated value. If the value is less than 500 Moroccan dirhams, the shipment may be exempt from tax. Gifts of higher value are subject to VAT and duties like any other package.

How to handle customs procedures in Morocco?
