Package Review: Packages entering Luxembourg from outside the European Union are reviewed by the Luxembourg Customs and Excise Administration, responsible for customs and taxes, to ensure compliance with local and European Union regulations regarding import.
Tariffs and Taxes (shipments from outside the EU): Packages with a declared value of less than 150 euros (European Union “de minimis” limit) are exempt from import duties, but not from VAT. All shipments from countries outside the European Union must pay the standard VAT of 17%, calculated on the total value of the merchandise (product + transportation + insurance, if applicable). For values over 150 euros, in addition to VAT, customs duties will be applied in accordance with the TARIC tariff code of the product and the value declared on the commercial invoice.
Packages from the European Union and other countries: Shipping from European Union member countries are not subject to import duties or taxes, as they are part of the European single market. Packages from non-EU countries (such as the United States, United Kingdom, China or Switzerland) are subject to inspection and payment of VAT and tariffs depending on the product category. Luxembourg does not maintain its own bilateral trade agreements; applies the trade agreements signed by the European Union, which may reduce or eliminate tariffs in some cases.
Payment of Tariffs: For shipments from outside the EU, the recipient is responsible for paying the corresponding taxes and duties before the release of the package. Payment can be managed directly with the courier (DHL, UPS, FedEx, POST Luxembourg) or through the electronic platform of Luxembourg customs.

You cannot send items prohibited by Luxembourg law or by the regulations of the European Union. This includes illegal drugs, explosives, flammable or toxic materials, weapons and ammunition (including replicas), pornographic materials, cash, counterfeit products and animals or plants protected without permits from the Luxembourg environmental authorities or CITES.
Ships arriving from another country in the European Union (such as Spain) circulate freely and do not require customs declaration. For shipments from outside the EU, a precise description of the content (type of product, quantity, brand and model) and its actual value must be included; Declaring a lower or inaccurate value may result in fines, withholdings or penalties from the Luxembourg Customs and Excise Administration.
If the package contains restricted items, customs may request additional permits before release. From July 1, 2026, Regulation (EU) 2026/382 replaces the former tariff exemption for low-value shipments with a fixed tariff of €3 for each type of product (tariff heading), not per package.
