Yes. Although the Canary Islands are part of the EU customs territory, they do not belong to the VAT application territory. For this reason, a shipment from the Peninsula/EU to the Canary Islands is treated, for tax and paperwork purposes, as a departure to a special tax territory (export) and an import into the Canary Islands where IGIC (and, if applicable, AIEM) is settled. The AEAT itself indicates that the export regime applies when the merchandise leaves for special tax territories —including the Peninsula → Canary Islands exit—; and remember that the Canary Islands are outside the EU VAT.
IGIC: Local tax that replaces VAT in the Canary Islands. For low-value shipments processed by H7, the import may be exempt from IGIC if the conditions of the simplified procedure are met.
AIEM: Arbitration applicable to certain products to protect local production (e.g. certain foods, beverages, perfumery, etc.). If a shipment is subject to AIEM, cannot go through H7 even if its value is ≤ €150.
It is considered national/intra-community shipping if it leaves from the Peninsula or any EU country. It is not an export and does not require customs clearance. The sale is invoiced with VAT at source and IGIC and AIEM are not involved.
There is only customs if the package arrives from outside the VAT/EU territory (for example, from the Canary Islands, Ceuta/Melilla or a third country). In those cases:
H7 if the value ≤ €150 and there are no special controls.
DUA (ordinary declaration) if > €150 or there are restrictions/controls.
Yes. Departure from the Peninsula/EU is treated as export, and entry into the destination as import. There VAT is not applied: the local tax is the IPSI.
