Parcel Review: All shipments entering Serbia are reviewed by the Serbian Customs Administration (Uprava carina), dependent on the Ministry of Finance, to verify compliance with import regulations.
Tariffs and Taxes: On the customs value (product + transport + insurance) Serbian VAT is applied. (PDV) of 20%. In addition, customs duties may apply according to the tariff code of the product; For goods of EU origin with proof of origin, these duties are usually reduced or eliminated by the ASA. Low value shipments and gifts between individuals may be exempt based on current thresholds.
Payment of Duties: The recipient is responsible for paying VAT and applicable duties prior to release of the package. Payment is managed with the courier (DHL, UPS, FedEx) or with Serbian Post Office (Pošta Srbije)..

If your package is detained, the Uprava carina or the courier will notify you. You must present the commercial invoice, proof of origin (if applicable), your identification document and the required permits. Once the process is completed and the taxes paid, the package will be released for delivery.

You need a commercial invoice or proof of purchase and a declaration of contents and value. For the preferential tariff, proof of EU origin (invoice declaration or EUR.1) is appropriate. Depending on the product, certificates from ALIMS, the Ministry of Agriculture or RATEL may be required.
Yes. Gifts are declared as “gift” on the invoice indicating their estimated real value. Gifts between individuals below the current threshold may be tax exempt; Above that value, they pay VAT and, where applicable, tariffs.
