It moves to category 2 (up to US$2,000): 4% duty plus 18% IGV+IPM on CIF. A US$400 shipment pays ~US$91 (23%). The difference versus staying under the threshold is huge: split large purchases into sub-US$200 waves whenever you can.
Yes: with the European origin declaration on the invoice, duty can drop to 0% even above the threshold (the IGV remains). On European-brand purchases that paper is worth money: ask us to include it when preparing your shipment.
