Welcome to MDE. Tunisia applies a rate to personal parcels that is unique in the region: non-commercial shipments are taxed at a flat estimated value divided by 10 (a flat 10%) up to 2,000 dinars. The flip side: if the parcel is deemed commercial, clothing pays 50% duty and the total nears 80%. The difference lies in how your shipment travels; here is the breakdown.

Yes, always. The Douane Tunisienne values all postal shipments at the Tunis-Carthage sorting centre (postal weight cap: 30 kg); Rapid-Poste is the local EMS and DHL/FedEx/UPS operate normally. Declare the real purchase value: obvious undervaluation means retention and penalties that cost more than the tax. We prepare the declaration for you from your invoice.

If the permit never arrives, or the item is outright prohibited, it gets seized. All international postal shipments pass through the Tunis-Carthage sorting centre, where customs assesses them. Express post is Rapid-Poste (EMS); DHL delivers in 1-3 working days from Europe.
