This includes illegal drugs, flammable or explosive materials, weapons and ammunition (including replicas), pornographic materials, counterfeit products, and fauna or flora protected without permits from the USDA, DRNA or CITES.
Yes. All shipments to Puerto Rico must include a detailed declaration of the content and actual value. The description must specify type of item, quantity, brand and model. Declaring an incorrect value may result in fines, withholding, or a tax adjustment by CBP.
If the package contains restricted items, CBP will request additional permits or documentation before releasing it. This may include FDA health certificates, Department of Agriculture clearances, or Department of Health registrations. If the required documentation is not presented, the shipment may be detained or returned to the country of origin.
As Puerto Rico is part of the US customs territory, since August 2025 there is no de minimis exemption of USD 800: packages pay federal import duties upon entry according to their classification (HTS) and, in addition, the Sales and Use Tax (SUT) of 11.5%.
