Yes, it is mandatory to declare the contents and actual value of the package, with a specific description (descriptions such as "gift" or "miscellaneous items" rule out the simplified regime). The declared value sets the tax: by postal mail, tax-free up to US$50 and 19% up to US$1,000; by courier from Europe, 33.5%. And you must comply with all applicable regulations.
If the package contains restricted items, such as medications or food, additional permits from COFEPRIS or the Secretariat of Health may be required. Products without the appropriate permits may be held.
