Yes, it is mandatory to declare the contents and actual value of the package. Shipments with a value below USD 50 are exempt from duties, but you must comply with all applicable regulations.
If the package contains restricted items, such as medications or food, additional permits from COFEPRIS or the Secretariat of Health may be required. Products without the appropriate permits may be held.
Up to US$50 per shipment, nothing: it enters free of VAT and duty through the courier channel. Above that, coming from Europe (a treaty country), a flat 19% applies on the value under the simplified regime (rule 3.7.35, reformed in 2025): no separate IGI, DTA or VAT. The July 2025 reform of the simplified parcel regime: shipments from treaty countries (the EU has one with Mexico) above US$50 pay a flat 19% on the value, with no formal entry or customs broker. Example: a US$300 order pays US$57. Simple and predictable; old guides listing IGI+DTA+VAT separately no longer apply to courier parcels.
No: their import has been prohibited by decree since 2022 and seizure is certain. Weapons and their accessories do not travel either (SEDENA permit, de facto barred in parcels). Controlled medicines need a COFEPRIS permit.
