Restrictions and Regulations

  • Prohibited Items:
    There are certain items that cannot be shipped to Norway under any circumstances. These include:

    • Hazardous Materials: Explosives, flammables, poisons, pressurized gases, fireworks, undeclared aerosols and hazardous chemicals.

    • Illegal Drugs and Controlled Substances: Includes narcotics, marijuana, cannabis derivatives, psychotropics, and medications without a prescription or authorization from the Statens legemiddelverk (Norwegian Medicines Agency).

    • Weapons and Ammunition: Including replicas, combat knives, firearm parts, air pistols and personal defense devices not approved by the Politi (Norwegian Police Authority).

    • Pornographic Material: Any content considered obscene or pornographic according to the Norwegian Offensive Content Act (Straffeloven §204).

    • Protected Fauna and Flora: Live animals, plants, seeds and endangered species without permits from Miljødirektoratet (Norwegian Environment Agency) and/or CITES.

    Restricted Items:
    These items can be shipped to Norway, but require special permits or must comply with specific regulations:

    • Medicines: Require a valid medical prescription and, in some cases, prior import authorization issued by the Statens legemiddelverk.

    • Food and Beverages: They are subject to health inspection and phytosanitary controls by the Mattilsynet (Norwegian Food Safety Authority). Products of animal origin - such as meat, dairy or sausages - have strict restrictions or are prohibited.

    • Cosmetics and Hygiene Products: They must comply with the standards of Regulation (EC) No. 1223/2009adapted by the European Economic Area (EEA), and with national regulation supervised by the Norwegian Environment Agency.

    • Cultural Materials: Old books, art, historical documents or archaeological pieces require authorization from the Kulturdepartementet (Ministry of Culture and Gender Equality).

    Declaration of Content and Value

    • Accurate Description: The shipper must detail the items in the package, including quantities, brand, model and type of product. Generic declarations (“clothing”, “accessories”, “electronics”) are not accepted by Norwegian customs.

    • Declared Value: The actual value of the merchandise must be declared. Declaring a lower value may result in fines, withholding or confiscation by the Tolletaten (Norwegian Customs Directorate), while declaring a higher value may increase taxes or duties. You decide the declared value of your goods.

Customs procedures

  • Package Review: All packages entering Norway are reviewed by the Tolletaten (General Directorate of Customs of Norway), the authority responsible for ensuring compliance with national regulations and international agreements of the European Economic Area (EEA) on import, security, fiscal and environmental control.

    Tariffs and Taxes: Parcels with a declared value of less than 3,000 NOK (approximately €260) are exempt from import duties, but not from VAT.
    Any shipment coming from outside the EEA or without a registration number in the VOEC (VAT On) system E-Commerce) is subject to Norwegian VAT of 25%, calculated on the total value of the merchandise (product + transportation + insurance).

    For shipments with a value greater than NOK 3,000 or with products not covered by VOEC (such as alcohol, tobacco or food), customs duties will also apply, calculated according to the classification of the product in the HS (Harmonized System) and its declared value.

    Packages from the European Union and other countries: Norway is not part of the European Union, but is part of the European Economic Area (EEA), which allows free trade of most goods from EU countries, without tariffs, as long as the products comply with EEA rules of origin.
    Packages from countries non-EU or non-EEA countries (such as the United Kingdom, the United States, China or Switzerland) are subject to 25% VAT and, in some cases, additional customs duties depending on the category of the product.
    Norway does not apply DR-CAFTA; It is governed by its own bilateral free trade agreements through the EFTA (European Free Trade Association).

    Payment of Tariffs: The recipient in Norway is responsible for paying taxes and import duties before the release of the package.
    Payment can be made directly to the international courier (DHL, UPS, FedEx, Bring, Posten Norge) or through the Tolletaten online system, using the customs declaration number.

    Some products require special permits or certifications:

    • Food and beverages: Health certificates issued or approved by the Mattilsynet (Norwegian Food Safety Authority).

    • Medicines and cosmetics: Registration or health authorization from the Statens legemiddelverk (Norwegian Medicines Agency).

    • Electronic devices and telecommunications: CE certification and compliance with the standards of the Nasjonal Kommunikasjonsmyndighet (Nkom).
