Tariffs and Taxes: Packages with a declared value of less than 150 euros (“de minimis” limit established by the European Union) are exempt from import tariffs, but not from VAT.
All shipments entering from countries outside the European Union must pay Portuguese VAT (23%) on the total value of the merchandise (product + transport + insurance, if applicable).
For values over 150 euros, in addition to VAT, import duties determined according to the tariff classification (TARIC code) of the product and its value will be applied. declared.

Payment of Tariffs: The recipient is responsible for paying the corresponding duties and taxes before the release of the package. This payment can be made directly to the courier (such as DHL, CTT, FedEx or UPS) or through the electronic system of the Autoridade Tributária e Aduaneira (AT). This includes illegal drugs, explosive or flammable materials, weapons and ammunition (including replicas), pornographic materials, counterfeit products, cash, and animals or plants protected without permits from the Instituto da Conservação da Natureza e das Florestas (ICNF) or CITES.
Yes. Every package entering Portugal must have a detailed description of the contents, indicating type of product, quantity, brand and actual value. Declaring a lower or inaccurate value may cause withholdings or sanctions by the Autoridade Tributária e Customs (AT).
If the package contains restricted items, Portuguese customs may request additional permits or certificates before release. For example, food or cosmetic products must have authorization from ASAE or INFARMED, respectively. If the required documentation is not presented, the shipment may be detained or returned to the country of origin.
