Yes. Every package entering Portugal must have a detailed description of the contents, indicating type of product, quantity, brand and actual value. Declaring a lower or inaccurate value may cause withholdings or sanctions by the Autoridade Tributária e Customs (AT).
If the package contains restricted items, Portuguese customs may request additional permits or certificates before release.
