It is no longer a plan: <strong>Delegated Regulation (EU) 2026\/2152<\/strong>, which sets the amount, was published in the Official Journal on 22 October 2026 and has applied since that date. It is a measure separate from the temporary \u20ac3 customs duty. We explain what it is, how it is calculated and what we know and don't know for now.<\/p>\n\n<div style=\"background:#f7f3e0;border-left:4px solid #cd0e0e;padding:16px 22px 16px 26px;margin:20px 0;border-radius:8px;\">\n<p style=\"margin:0 0 8px;\"><strong>In short<\/strong><\/p>\n<ul style=\"margin:0;padding-left:22px;\">\n<li><strong>What it is:<\/strong> the \"Union handling fee\": \u20ac2 per item category on distance purchases entering the EU.<\/li>\n<li><strong>Since when:<\/strong> it applies from <strong>1 November 2026<\/strong>. The regulation entered into force on 22 October 2026, the day of its publication.<\/li>\n<li><strong>How it adds to the \u20ac3 duty:<\/strong> they are two separate measures. The \u20ac3 duty per item category applies from 1 July 2026 to 1 July 2028 on shipments of up to \u20ac150.<\/li>\n<li><strong>Who is responsible:<\/strong> platforms and sellers outside the EU are responsible for the customs formalities. The regulation does not detail how it is passed on to the buyer.<\/li>\n<li><strong>How it is calculated:<\/strong> per item category within each shipment. According to legal analyses, these are the same goods with the same tariff classification, description and origin.<\/li>\n<\/ul>\n<\/div>\n\n<h2>What the \u20ac2 handling fee is<\/h2>\n<p>The new Union Customs Code (<a href=\"https:\/\/www.midireccioneuropea.com\/en\/eu-customs-data-hub-2028-eu-customs-reform-how-it-affects-you\/\">Regulation 2026\/2108 and the EU Customs Data Hub 2028<\/a>) provides that distance purchases pay a fixed amount for handling their release for free circulation. The amount is set by <a href=\"https:\/\/eur-lex.europa.eu\/eli\/reg_del\/2026\/2152\/oj\" target=\"_blank\" rel=\"noopener\">Delegated Regulation (EU) 2026\/2152<\/a>: <strong>\u20ac2 per item category<\/strong>. According to the <a href=\"https:\/\/taxation-customs.ec.europa.eu\/customs\/eu-customs-reform_en\" target=\"_blank\" rel=\"noopener\">European Commission<\/a>, since 1 November 2026 the EU applies this fee to online purchases coming from outside, and non-EU platforms and sellers are the ones responsible for the customs formalities and duties on what they sell to the EU.<\/p>\n<p>It is not a customs duty: it pays for the handling procedure. That is why it is independent of the \u20ac3 duty. The regulation does not detail how it is passed on to the buyer.<\/li>\n<li><strong>Platforms become the responsible parties.<\/strong> Under the new Code, the seller outside the EU or the platform is the \"importer in distance sales\".<\/li>\n<li><strong>A future reduction.<\/strong> The Commission plans a reduced fee from 2028 for those who operate a customs warehouse.
